About the role

CRS Uganda’s livelihoods portfolio combines market systems development, partnerships with private companies and church land investments such as regenerative agroforestry, aiming at lasting incomes and resilient farming. The Senior Project Officer owns the MEAL system for that portfolio: measuring change from outputs through to shifts in the wider market system, keeping data reliable, and making sure findings feed back into how the programme is run.

Key responsibilities

  • Design and run the programme’s MEAL system, tracking results from outputs to systemic change
  • Coordinate baseline, midline, endline and evaluation studies
  • Build and maintain data collection tools and dashboards
  • Track private sector partners’ growth, co-investment, jobs and incomes, and the participation of smallholders, women and young people
  • Run market and value chain analyses and help partners strengthen their own results frameworks
  • Lead reflection and learning events, and write learning briefs, case studies and reports
  • Lead data quality assessments, the feedback and complaints mechanism, and data protection and ethics
  • Assess, train and mentor partner and field staff in MEAL

Qualifications and experience

  • A bachelor’s degree in M&E, statistics, economics, agricultural economics, development studies, business administration, social sciences or a related field; a master’s is an advantage
  • At least five years of MEAL experience in livelihoods, agriculture, private sector, market systems or value chain programmes
  • Familiarity with the DCED Standard for Results Measurement and with measuring market systems results
  • Strong quantitative and qualitative skills, with dashboards and data visualisation; digital tools such as CommCare, KoboToolbox, ODK or ArcGIS are a plus
  • Strong written and spoken English, and good command of spreadsheet and analysis software
