About the role

The consultancy sits within IOM’s Regional Counter Smuggling Programme, a three-year programme funded by the United Kingdom’s Home Office that works on border management, document fraud and migrant smuggling at the region’s main airports. Government agencies already hold administrative records on trafficking, smuggling and irregular migration, but rarely in a form that produces consistent national figures. The consultant will assess how these records are collected and managed in selected countries, design improved data processes in line with the International Classification for Administrative Data on Trafficking in Persons (IC-TIP), and build the skills of the officials who keep them.

Key responsibilities

  • Review existing assessments of government data management on migration, trafficking and smuggling, and collect primary data to fill the gaps
  • Draft country-level data processes for trafficking, smuggling and irregular migration records in line with IC-TIP, and have government officials validate them
  • Adapt data collection tools for each country, adding content on smuggling and irregular migration
  • Produce training materials for each country and run at least one workshop and one training in each, with IOM country offices and national consultants
  • Evaluate how well the capacity building has been taken up
  • Write a pathway report on bringing administrative data into national statistical systems and using it for policy, and propose ways to monitor that it keeps being used
  • Present the updated processes at a validation workshop with IOM Kenya, and build gender, child protection and victim-centred approaches into every deliverable

Qualifications and experience

  • Master’s degree in statistics, information management, development studies, migration studies or a related field
  • At least seven years in migration, international development and data or information management; experience in developing countries is highly desirable
  • A strong grasp of migration in the East and Horn of Africa, and experience in border governance or migrant protection, are highly desirable
  • Excellent writing and communication, close attention to quality, and the ability to work in a dispersed, multicultural team
  • Fluent English, spoken and written; UN or international development experience is an asset
